Work Related Transportation Assistance
The goal of Center for Community Building, Inc. is to provide individuals with dependable transportation assistance no matter where they're headed. We are based in Harrisburg, Pennsylvania.
Qualifications & Experience
Center for Community Building, Inc. is a not-for-profit 501(c)3 organization established in 1997 to provide community-based transportation services to take income eligible clients to and from work with a stop at a day care center if needed. The United Way provided the start-up funding for us to initiate this service in 1999. We became a subcontractor to Capital Area Transit (CAT), receiving funding from the Pennsylvania Department of Transportation to operate our Flexible Access to Jobs Program from 1999 to 2005.
Flexible Access to Jobs Program
We developed the Flexible Access to Jobs Program to provide affordable and dependable transportation services for welfare recipients and other low-income Harrisburg residents transitioning into the workforce. Our nonprofit organization worked with the Dauphin County Assistance Office, Community Action Commission, and Southcentral Employment and Training Corporation on this project.
These agencies determined an individual's eligibility for the service based on the Department of Public Welfare regulations. Individuals who were in need of transportation service and were recently employed, in job training, or in the interview process were referred to us.
Riders contacted our staff during normal working hours to schedule their trips. Daily transportation was scheduled for riders by us using CAT share-a-ride (Paratransit), fixed bus service, taxis, and our vans, based on the availability of the carrier and the ability of the rider to use a fixed bus.
The service operated 7 days a week and 24 hours a day to accommodate all work schedules including holidays. During the five-year funding period, the Flexible Access to Jobs Program provided more than 90,000 passenger trips to more than 750 Harrisburg residents working in Dauphin and Cumberland Counties.
This community-based transportation system works as a Mobility Manager with businesses and organizations to coordinate the most efficient and dependable mode of transportation to meet the target populations' needs. We continue to work with CAT, local taxi companies, and other transit providers to provide transportation services.
